Montalvo was a standout athlete in football and track at Brownsville Pace High School, where he graduated in 1980.

He qualified for the regional track meet four times and the UIL state track meet three times, winning two state championships. He won the Region IV 800 meters his junior and senior years, tying the region record in 1980. As a sophomore, Montalvo qualified for the state track meet in the 400 meters. He won the state championship in the 800 meters in his junior and senior years. He finished his high school career as one of the top 800 meter runners in the country and was a finalist at the Golden West Invitational in Sacramento Calif.

Montalvo went on to compete at NCAA Division I The University of Texas at Arlington, setting school records in three events. He was also a Southland Conference bronze medalist for the 800 meters in 1982.
